MAILING: FREE MATTER
FOR THE BLIND
According to the Postal Service Manual, letters may be sent
as free matter by a person who is blind, or by any other person
who is certified as unable to read conventional reading matter,
provided the letters are unsealed and are prepared either in raised
character, 14 point or larger sight-saving type, or on a sound recording.
All matter mailed in this manner must show the words FREE MATTER
FOR THE BLIND OR HANDICAPPED in the upper right corner of the
address side. For information, contact your local Post Office.
